Objects of Priority Development

A characteristic feature of modern world economic development is the transition of the leading countries to a new stage in the formation of an innovative society - the construction of economy based primarily on the generation, dissemination and use of knowledge. The intensification of production and the use of new scientific and technical results have predetermined a sharp reduction in the innovation cycle, acceleration of the rates of renewal of products and technologies. The current economic situation in the world requires the advance development of certain specific areas of research and technological development ("clean" energy, personalized medicine, new technologies in agriculture, etc.), for many of which in our country there are no significant results.

The main problem preventing the achievement of a world-class level of research and development ensuring the competitiveness of the Russian Federation in priority scientific and technological areas is the imbalance in the research and development sector and the inadequate elaboration of mechanisms for its strategic development, which in turn raises a number of problems that need to be resolved.

In recent years, significant efforts have been made in the Russian Federation to resolve the problems that have accumulated in the sphere of research and development in the 1990s during the period of crisis development.

The federal special-purpose program "Research and development in the priority areas of development of Russia's scientific and technological complex for 2014-2020" (hereinafter - the Program) provides a program-targeted approach to solving these problems.

The results of the implementation of the Program can be widely used in the real sector of the economy of the Russian Federation. Within the framework of strengthening the investment and innovation components of the budget policy, the Program is called upon to take an important place among federal targeted programs that provide an innovative way of developing the economy of the Russian Federation and affect the qualitative characteristics of the country's economic growth.

The implementation of the Program will allow us to concentrate on solving key problems in the development of the research and development sector due to the fact that the system of tasks and activities of the Program is formed taking into account and in the development of directions for improving state policy.
