Federal Districts of the Russian Federation were established by a decree No. 849 on the Plenipotentiary Representative of the President of the Russian Federation in a Federal District signed by President Vladimir Putin on May 13, 2000. The federal districts are not the constituent entities of the administrative and territorial division of the Russian Federation. The federal districts were formed on the basis of territory, economy specialization, the community and sufficiency of natural resources potential. Each federal district is a large economic region, which represents a part of the country, has its own market specifications and strong internal economic ties. A federal district is a territorial production complex, in which it helps to develop the coordination between different sectors, which complete the territorial production complex, and the infrastructure. The federal districts are intended to make the state strong, prevent its collapse, limit the sovereignty of the regions and centralize the vertical power structure.
