The main goal of the economic policy since the early 2000-s is to create the basis for sustainable progressive development of the country. From the viewpoint of dynamics and factors of economic development the period of 2000-2016 consists of 4 phases:
1. Post-recession recovery growth (1999-2003) accompanied by extensive reforms in order to create conditions for economic development (macro-economic stabilization and promotion of business activity).
2. Dynamic growth based on expansion of internal and external demand as well as capital influx (2004-2008) when consolidation of industry in order to diversify its structure was carried out.
3. The global recession and correctional growth (2008-2013) accompanied by economic slowdown when the economic policy was aimed at neutralizing the impacts of external shocks, recovery of macro-economic stability against the backdrop of massive capital outflow and reduction of export revenues, support of the domestic consumption dynamics and arrangement of new stimuli for economic development.
4. Development and implementation of the economic policy (since 2014) in the presence of externally introduced artificial trading and financial restrictions, arrangement of new stimuli for structural changes in the economy, import substitution and development of enterprise, assurance of the budget system sustainability under high volatility of external economic conditions.
